It gets restarted right away when you do and when you run a search afterwards, you will notice that results are displayed again.Note: This works only if you have not deleted Run "DISM /Online /Cleanup-Image /RestoreHealth." Reboot your PC, then run "sfc /scannow." This whole process may take several minutes. Not currently OCd, under-volted. After resetting IE under Internet Options->Advanced->Reset button, I was able to add search providers again.
